Error 102 (net::ERR_CONNECTION_REFUSED): The server refused the connection.?

my google chrome and safari doesn't work. I cannot update things like spybot or run stuff that requires internet like online games and it frustrates me. I have tried many things like unchecking everything in my lan setting. uninstalled and reinstalled chrome, changed firewall settings and what not and still not working ): thanks for any information given.
