Help With Facebook Picture Settings?

So I logged onto Facebook yesterday and clicked on one of my pictures with the intent to make it my new profile picture but when the black box thing is opened I cannot scroll down to be able to click the "make profile picture" button or see any comments. Its just not letting me scroll with any pictures at all. It's just really frustrating. I've googled things and went into my settings to see what I can do but I just can't figure it out! Please help me! Thanks!
