UGH why doesn't my face tan?!?!?

So every summer I deal with this problem. My body tans really well and I get pretty dark but my face barely tans as much as the rest of my body does. I have blonde hair, green eyes, and my skin is fair and I turn a very nice dark golden color in the summer except for my face! My nose & cheeks burn sometimes but rarely because my skin isnt that sensitive to the sun. I wash off all my make up before I go in the sun. I do have some acne and I use a 3 step be benzynol peroxide acne system (acne free) and it says on the bottle it can make skin more sensitive to the sun but obviously it doesn't cause that to happen to me. It's really frustrating because my face looks so pale and when I buy makeup i have to end up choosing foundations that matche the skin on my arms and not my face because it's such a different tone. Does anyone know why this happens???
