Advance wars dual strike (DS nintendo) artillery/long distance help question?

in advance wars dual strike, when im in game and i have the long distance units like rockets and artillery and such, regardless of where i move relative to my opponent the fire option doesnt come up. occasionaly on the starting spot of that turn it will have fire but crossed out like unable to. its the most frustrating thing!! anyone know how i can fire/why im not now?
